Paddy land and wetland cannot be freely converted
The Kerala Conservation of Paddy Land and Wetland Act, 2008 prohibits conversion of notified paddy land and wetland. Parcels appear in the Data Bank maintained by each local body, and land listed there cannot lawfully be filled or built on regardless of clean title.
