The certificate identifies heirs; the varsai entry on the 7/12 records them as holders. Both are needed, and families often stop after the first.
Agricultural land restrictions pass to heirs
Where inherited land is agricultural, Gujarat's restrictions on non-agriculturist holding continue to apply to the heirs, which can constrain sale.
A legal heir certificate is not proof of title
It establishes who the heirs are, not what each inherits or that the property was validly owned. Banks accept it for pension and PF; buyers and courts do not treat it as title. Families frequently over-rely on it.
